I learned a few things today about troubleshooting the web config.plist file on Mac OSX server 10.3. The Server admin program will allow you to drag the file off and then you think you can edit it in say BB Edit and then replace it. Well you can not. The server admin application will only allow itself to edit the config.plist file. You can drag your edited file back on the admin interface but it will recreate the latest file that is has in memory.
I also learned that if you use two different versions of the admin software that it can cause a corruption in your config.plist file. Appache is pretty solid. But mess with the config files a little and you can have a very bad day.
